Luxembourg ratifies the Indigenous and Tribal Peoples Convention, 1989 (No. 169)

Luxembourg is the 23rd country to ratify this instrument at the global level and the 5th at the European level.

On Tuesday, 5 June 2018, Luxembourg deposited the instrument of ratification of the Indigenous and Tribal Peoples Convention, 1989 (No. 169). Luxembourg is thus the 23rd country to ratify this instrument at the global level and the 5th at the European level.

Through this ratification, Luxembourg has made a formal commitment to apply this international instrument, which is based on the recognition of the aspirations of indigenous and tribal peoples to control over their own institutions, ways of life and development and to maintain and develop their identities, languages and religions in the countries where they live. Since its adoption, and as the only binding international instrument in this field, the Convention has had positive effects on the legislation, institutions and policies of ratifying States and its influence has also gone beyond those countries. However, in many countries, indigenous peoples continue to face discrimination and exploitative labour conditions, which are interconnected with their marginalization and poverty.

On depositing the instrument of ratification, the Minister of Labour, Employment and the Social and Solidarity Economy, Mr. Nicolas Schmitt, emphasized that the legitimate and justified demands of indigenous and tribal peoples must be guaranteed at the international level.

Upon receiving the instrument of ratification, the Director-General of the International Labour Office, Mr. Guy Ryder, welcomed this ratification and the symbolic value that accompanies it. This ratification is an important contribution to the international effort to secure more ratifications and the full implementation of this Convention. This ratification is also in line with the ILO's Strategy for action regarding indigenous and tribal peoples, adopted in 2015, which the Office is implementing by providing increased technical assistance to constituents.
